It is not the upholstery
Seat fabric and foam are subject to flammability standards and have been for decades. Left alone, a seat is not an ignition source — it is fuel waiting for one.
What supplies the ignition is the thing added underneath: a heating element. That element is a thin resistance wire threaded through the foam in a serpentine pattern, carrying real current, inside a cushion that gets compressed by a human body several thousand times a year.
Repeated flexing at the same bend points eventually breaks strands. A partially broken conductor still carries current but does it through a smaller cross-section, which means a hot spot — inside foam, under fabric, with nothing to dissipate the heat.
The seat is the fuel and the heater is the match.

Complaint volume held roughly steady while fires fell by 73% from the 2010-2014 peak. That is what a fixed engineering problem looks like: thermal cut-outs, better element routing, and current limiting became standard, and the failure mode largely went away on newer vehicles.
Which means the risk concentrates in older cars — exactly the ones on the used market.
Why European brands lead the table
Volkswagen records 160 seat fires, BMW 71, ahead of Ford at 68 and Jeep and Chevrolet at 52 each.
That ordering is not about build quality. Heated seats appeared as standard equipment on European cars considerably earlier and further down the range than on American ones, so there are simply more of them, fitted for longer, on older platforms that predate the thermal protections.
A brand that fitted the feature to more cars, sooner, accumulates more of its failures.
What to check
The symptom worth knowing is uneven heating. If one patch of the cushion gets noticeably hotter than the rest, or the seat warms in stripes rather than evenly, that is current concentrating where the element is damaged.
Any smell of hot plastic while the heater is running means stop using it. Not next week — the seat heater is a comfort feature and disconnecting it costs nothing.
On a used car with heated seats, run them for ten minutes during the viewing and put a hand across the whole cushion. It is a ten-minute check on a system that most inspections ignore entirely.
