The cutoff is about record-keeping, not cars
Nothing changed about window stickers in 2015. They were printed and taped to the glass in 2004 exactly as they are now.
What changed is what happened to the data afterwards. A window sticker is a point-of-sale document, and for most of its history there was no reason to keep a retrievable copy once the car was delivered. Manufacturers built VIN-addressable services when the web made it worth doing — mid-2010s for the earliest, later for most.
Nobody went back and digitised the previous two decades. There is no archive being withheld; the record simply was not created in a form anybody can query now.
The brand split is even sharper

Ford received the most requests of any brand — 971 — and returned nothing on any of them. Not because Ford's cars are different, but because Ford does not expose a VIN-addressable sticker service the way Stellantis does for RAM and Jeep.
So the question "can I get the original sticker" has two independent gates. Is the car new enough for the record to exist, and does the manufacturer publish it. Failing either produces the same empty result.
What people are actually looking for
The distribution of requests is telling on its own. 3,798 of 6,310 lookups are for 2020-and-newer vehicles, which is where the success rate is highest — so a majority of people are asking at the right time without knowing it.
The 1,060 requests on pre-2015 cars are the ones worth redirecting. Those buyers want to know what equipment the car left the factory with, and they have reached for the sticker because it is the document they have heard of.
What to use instead
Most of what the sticker answers is recoverable another way. The VIN encodes the engine, drivetrain, body style, restraint system and plant, and a decode returns the factory build specification for any vehicle regardless of age.
What that does not give you is the original list price and the dealer-installed extras. For a pre-2015 car those are genuinely gone, and no service can produce them — anybody claiming otherwise for a 2008 vehicle is selling you a reconstruction rather than a document.
The build specification is the part that matters for a used purchase anyway: it tells you whether the car in front of you still matches what it left the factory as. A free VIN check returns it along with the title and recall record.
