Gas tank strap went through the frame. Gas tank fell off while driving down roadway. Dodge will not repair since the vehicle had come from Canada. No warning lights came on

There seems to be water coming into the cab somewhere. I grabbed the assist handle when getting into the truck, and water started coming out of the screw covers. I don't know where this water is coming from, but I am sure it can travel down into my dash and potentially cause…
