Car does not fill up with fuel to manufacturer specifications. Cannot get more than 10 gallons into 14.5 gallon tank. Serious safety issue

Fuel filling shuts off when at gas pump. Tank not capable of filling to toyota spec gallon capacity (14.5). Maximum 10.5 gallons. Greatly reducing overall mileage and posing safety risk when manually topping off gas tank
